Lament: Once a day Harry can sing a mournful song to drive all who hear it into a fit of hysterical crying. Whether he’s outright dredging up something sad in the listener's mind or just causing a physical reaction is up to the discretion of the other player.
What form the hysteria takes (if it leans more towards anger or more outright simple grief) is also fluid. The song has to be heard for it to work at all. The effect on HOH characters will vary on a case by case basis, and ultimately up to their player. Characters physically incapable of crying will be put through the motions of the hysteria regardless.

Live In Amber Once a day Harry can create an imitation of The Pale. It lasts for twelve hours and prolonged exposure causes:

Monstrous Shifting A fluidity of form to compliment his fluidity of mind, to inspire fear, and destroy Her enemies. (And a reflection of his self destructive tendencies to paint himself as repulsive as possible.)
Harry’s shapeshifting cannot run counter to his nature and beliefs. He cannot replicate human bodies and any part of his body that he shifts takes on a distinctly horrific look. He can’t masquerade as other characters, so no identity theft for Harry and no mechanical features.
Any attempts to revert fully to his own human body are met with hiccups. A third arm. A disfigured vulture's head. Etc.
Cannot 'shift' into having new powers like venoms, fire breath, etc
Shifts that significantly change his size or body mass must be powered by feeding on an amount of human flesh/bone equal to the desired change.
Monstrous Inspiration: Harry is naturally compelled to experiment mess around with this in his free time. Doorbell rings, he answers it as a shambling horror.

Halo: A halo made of eight large glass shards. Behind the glass something indistinct and purple moves through a kind of mist or fog.
Second Mouth Located over Harry’s stomach. At least once a month it needs to be fed a living thing, more if Harry is extending his abilities. Generally gives Harry a compulsive urge to feed on live humans. Calls itself EAT THE MARROW, KNOW THE TASTE.
